This dinner meeting will be held at The Chop House on Waring at 200 Waring Rd., Syracuse NY, on October 11, 2017 at 5:30 PM! Our speaker this month is Richard Clarkson, Director of the Bureau of Permitting and Planning of the Division of Materials Management for the New York State Department of Environmental Conservation. Richard will discuss the new solid waste regulations that were adopted on September 5, 2017 as part of a comprehensive revision to the existing Part 360 regulations on solid waste management. These regulations take effect on November 4, 2017. David's discussion will include details about the changes that were incorporated into the final rules since the last comment period.
Richard Clarkson has worked for the DEC since 1997. As the director of the Bureau of Permitting and Planning, Mr. Clarkson and his staff regulate solid waste management facilities and waste transporters, review and approve local solid waste management plans, administer state recycling assistance grants to municipalities, and oversee the abatement of illegal tire sites among other activities. He is a Professional Engineer and received his bachelor’s degree in Environmental Engineering from Rensselaer Polytechnic Institute.
